AdamCG
This plugin converts to COMPLETE black and white. NOT grayscale. After you use this, there will only be two colors, black and white. I'll upload examples. BlackAndWhite.zip

Boude
You could also use contrast/brightness with contrast set to 100, sorry. Quote History repeats itself, because nobody was paying attention the first time.

david.atwell
Or the Threshold plugin for more control... Quote The Doctor: There was a goblin, or a trickster, or a warrior... A nameless, terrible thing, soaked in the blood of a billion galaxies. The most feared being in all the cosmos. And nothing could stop it, or hold it, or reason with it. One day it would just drop out of the sky and tear down your world.Amy: But how did it end up in there? The Doctor: You know fairy tales. A good wizard tricked it.River Song: I hate good wizards in fairy tales; they always turn out to be him.

greyraven8
Tried moving contrast all the way up and then tried the blackandwhite plugin. When saving image as a jpg I get 4 colors and not 2 (when I open image in XnView and count colors used). any ideas? Ideally I want an image that is just monchrome black and white only. I'm using an image as a template and would like to be able to just use the fill tool to color spots in. Need the white area to be completely white. Ego Eram Reputo
It may be the jpg encoding that is applied when it saves. Jpg is a lossy format so it doesn't 100% faithfully adhere to the original image colors. Try saving it as a PNG.
