I can only throw out a couple rough guesses. It could be a plugin applying the lines, or it could be related to your graphic card sodtware (hot keys, screen recording etc) or lastly its the file format you are saving as. We do not do multilingual here. The problem is that Microsoft's HEIC codec has bugs. You've done nothing wrong here, the image itself is probably fine, and there's nothing to fix. Microsoft just hasn't done a good job fixing their HEIC bugs.
