You might want to Zoom in on the image and check across the width of the border pixel-by-pixel with the Color Picker tool to confirm this. I think you'll find five or six different colors there. If this is the case, it will make a difference which pixel you check for the color. It also looks like you also have Anti Aliasing Enabled . When this is on, the edges of the line are going to be 'softened' using intermediate shades. If you want the line to be exactly one color, change the AA setting to Disabled in the tool bar. Also make sure you have Single Pixel selected, which is the default. What you see in the canvas represents the whole image, including the pixels that are blended in from layers above it. If you want to sample the pixel that represents the final output pixel, changing the Sampling property to "Image".
