Inserting an image as a layer, but resize to current canvas size

  1. Open the first image
  2. Open the second image
  3. Ctrl + C on the second image
  4. Return to the first image
  5. Ctrl + Shift + V (paste in to new layer.)

When you do step 5 the move tool is activated automatically. All you need to do is grab the South East corner nub and drag it to the corner of the canvas.

Using EER's method---

 

If the second image's aspect ratio is different
from the first image, hold the Shift key down 
while doing this part:

This will avoid distorting the image.

 

(Actually it's a good idea to hold down the 
Shift key even if it is the same aspect ratio.)
