How to make better Static?

I know that writing dll in c:\program files rises a prompt about administrator rights. To avoid this you could install paint.net elsewhere.

 

But you seems to haven't all the right on your system.

Are you using a professional/educational device?

Users rights could be limited by admin, then you have to ask the admin to uninstall/reinstall paint.net.

This is out of subject...

1. As your result is pixelated start with a small image 200x150.

 

2. Select Black and grey as colors and do a gradient like this:

3. Add noises with this settings:

4. Add a new layer and place your character with transparent background. And repeat Add noise.

5. Resize the image:

6. final result without plugin:

You could add some blur, change luminosity/contrast, etc...

 

 

And if you have some gif tool, make anime:

They're all analogue.

Eli's "digital" post was a joke: The 0's and 1's.

 

If there's an interference with a digital signal, the receiving device will just read it as non-data, and discard it. As such, you won't get a white noise image (unless they're simulating one with a pre-made animation).

"so"?  So... what?

I'm not sure what your point is. Electronics can use analogue, or digital signals. Or even both.

Please excuse my ignorance, but why would you bring a camera if he's just going to break it?

 

Unless the camera has actual film in it, it's digital.
