There are some old/weird versions of WinZip that Windows applies a compatibility shim to. What this means is that Windows lies to WinZip about the OS version ("hey you're on XP!") so it doesn't break, but this has the side effect that anything launched by WinZip -- including the Paint.NET installer -- also gets lied to.
