How about the spacescapes one? Unfortunately the plugin links are broken but the correct ones could be posted in the contest thread. It's also quite old, though.

Lots of software has service packs, 3.5 SP1 is just an update to .NET.

I did find a copy of 3.5.4 at another site but was looking here because I preferred to get the file pure and direct from the source rather than risk getting some possibly infected or corrupted file from a less-reliable source.
If you want to check whether a Paint.NET installer is pure, check the digital signature.

One solution would be to replace the 2nd slider with increase and decrease buttons, although this obviously wouldn't be as convenient as a slider.

Every time any IndirectUI value is changed the render method is automatically called.
One downside with the approach I suggested is IIRC you can't change the slider boundaries dynamically, so you'll have to make Amount1 relatively large and show an error message if it exceeds the number of letters.

Have you considered just using a slider to select which character to adjust? If you wanted to have a dropdown box listing every letter you'd presumably have to OCR the image.

It could be if I would export the source to visual studio and edit it there, but I'm not all too sure about the details ...
Create a new class library in VS, add the main PDN DLLs (Base, Core, Data and Effects) as references, run the save as DLL command in CodeLab and check view source, then paste it into your VS code file.

If that doesn't work, install it at home (or in a VM) and copy the files (something like C:\Program Files\Paint.NET) to your personal area.
