I've tried to open it, but it keeps trying to open with Paint.NET which it can't do, and I don't know what program I'm suppose to open it with. (What is 7-zip, and is it safe to download?)
Right click -> open with -> windows explorer.

If your version of Windows is recent enough to run Paint.NET, it can open ZIP files without any other software. Alternatively, you could use 7-zip.

Please elaborate.
When you make a selection and use the move selected pixels tool to move it with the arrow keys, the history window gets polluted with lots of "move pixels" items. If you hold-down the left mouse button while moving it this doesn't happen.

I'm not really sure what they mean by that. It's about the same age as Firefox ...
I'm assuming they mean "lacks some of the more recent features of Photoshop."

You could try ThatOtherApp, which will load the edited image back into Paint.NET when you've finished. It will only bring the current layer over, though.
Or you could just copy & paste it over.

You can hide the tools window and just use the "tool" dropdown in the toolbar or the tool's shortcut key (listed in the tooltips for the tools in tools window).

So it sounds like there's a self-destruct in there. The question is, how long has it been in there, how long have they been planning this?
Before they acquired Reflector, the original author put the time bomb in to force people to always use the latest version.

JetBrains are adding a similar feature to ReSharper and creating a free tool. I'm not sure what they mean by "to explore whatever .NET compiled code is legal to explore," though.

No, but there's an online tool that can convert normal images (e.g. PNG) to PDF. I'm not sure why you'd want to do this, though.

You could save the photos as JPEGs with the lowest quality that looks good.

Oh, sorry. I distinctly seem to remember downloading source a while back and compiling it. Did it used to be Open Source or is my memory shot?

As for the stickiness, that would still mean that all the plugin writers, as well as the dev team would have to do major overhauls to "fix" something that is at most a minor annoyance.
At least for IndirectUI plugins, Paint.NET controls the dialog position. Not saying it would be easy for Rick to implement, of course.

This plugin lets you upload images using drag and drop. Requires a capable browser such as Firefox and site such as Imgur or min.us. If you have Chrome, you can just drag the image onto any upload field. Note that only the current layer is uploaded.- 1

"To bring or carry in from an outside source. To receive." Once again, this plugin is called AVIImport, not AVIImportAndExport. It's pretty clear that this plugin can only open AVIs, not save them. And that's assuming it works at all. Sarkut says it doesn't. I believe him.
Actually, the plugin can export AVI files. It's been unsupported for a long time and probably doesn't work any more, though.

To open/save video files, you could try using the APNG VirtualDub mod with the APNG plugin.

Right-click on one of them and select properties. If there's an unblock button click it and do this for all of them.

The source code for the current version isn't available. The code you downloaded is probably for an older version.

No. Right-click on the zip file -> Open With -> Windows Explorer. If that doesn't work, try 7-Zip.
