I've just tried to download and for me all tested links works fine. Maybe your firewall or antivirus is the problem or your browser is using a bad proxy connection.

Oh, indeed! But I believe, thats not a real problem for most users in this special combination. Since I use paint.net I've never clicked (quickly) ENTER after typing a value for resizing or whatever.

Not with an actual version 4.0.9. There you can't put a value of "0" and click OK. The Button will be grayed out. So take the actual version

Einfach auf File -> Export PNG Morph bzw. Export PNG Warp. Du wirst dann nach einem Dateinamen gefragt. Beim Speichern werden fortlaufende Nummern in der Anzahl der vorher festgelegten Frames angehängt, also Bild01.png, Bild02.png usw.

Greetings from Berlin, Germany Since I have updated to Paint.net 4.0, the program not remember the current window size and position of the last closed session so i have to resize it again and again (only the maximized window will remembered correctly) which is not very comfortable for me. All other programs on my Windows 7 64bit work fine. Whats the problem? Its a bug or a feature?
