How To Add Gaussian Blur To A Background?

Working on a header. I would like the background of the header to be blurred (gaussian blur). Can someone tell me how to do this or post a link to a guide? If so, do I need any plugins?

Gaussian Blur is not a plugin - it's a built-in effect.

 

To use it first click on the layer you want to blur in the Layers Window.

 

Next run the effect under Effects > Blurs > Gaussian Blur
