How do I do this effect to an image?

I want to do the effect similar in the check yourself before you shrek yourself memes. if you dont know what that is, here it is:

I can install plugins, so if I need a plugin you can tell me to download one.

If you mean the extrusion of Shreks head, then it is done by Custom Brushes Mini plugin, but first you need to cut out the head and save it as PNG in the Custom Brushes folder

I've tried downloading that but the tutorial to using it does not seem to work, either with Windows 8 or it is just outdated.

It says to put the custom brushes in My Documents/Paint.NET, but no folder named paint.NET is found there. I've tried re installing but that does not work.

And yes, I am looking on the right user.

If Custom Brushes folder doesn't exist, then you need to create it manually ,

Can you repost your question in the plugin thread so to get the right answer?

My PAINT.net files are under Program files & I have Win7, if that is any help?

I have windows 7 and my Custom Mini Brushes folder is in My Documents/Paint.Net User Files

Ok, you are correct Skullbonz, mine is there too on my home computer...must not play with PDN at work!
