Paint.NET is an image editor and doesn't do the code required to create a functional link. Simon Brown did produce a plugin that created an image map here, but this is no longer supported & may or may not work with the latest release of Paint.Net. If you are creating a document, create your doc/graphic in two pieces; split it where you want to add the link; insert the top half of your graphic into your document; type in your link below it; below that insert the bottom half of your graphic.
