easiest way to do this is:

Step 1 - Make a new layer and fill with white.

Step 2 - Use the rectangle selection tool and cut the 3px section on each of the sides.

Step 3 - fill the empty area with red.

Step 4 - Use magic wand selection tool and delete the white area that is left over.
