border of layer

how can i paint a line red and 3 pixel height on a border of a layer?

The easiest/fastest way is probably to just use the Line tool to draw this border around the edge. It's just a matter of being careful that the line is straight (try holding Shift while using the Line tool) and that you are actually painting over 3 pixels.

True, but it can be a pain to make sure that it's actually getting the 3 pixels perfect all of the way around...I imagine it's going to take as much time to check this as it would to just draw it out.

Yeah, the rectangle tool can be finicky about starting points.

In the bottom right hand corner of the paint.net window, there are two sets of figures giving the co-ordinates of the curser.

Take note of these, then you can get your line perfectly straight.

Not really finicky...It's just human inaccuracy

easiest way to do this is:

Step 1 - Make a new layer and fill with white.

Step 2 - Use the rectangle selection tool and cut the 3px section on each of the sides.

Step 3 - fill the empty area with red.

Step 4 - Use magic wand selection tool and delete the white area that is left over.

Or have your image, go to canvas size, select the center button, and add 6 to both things, voila.
