The main problem I can think of with that idea is that it may encourage users to open Paint.NET before installing a plugin and they may, as a result, think that they don't need to close it before installing plugins. As an alternative, I suggest having the installer create a start menu shortcut the the effects directory. Bug I suggest posting that in its own thread in the troubleshooting section.
