Suggestion: Plugin Directory thingy

I think it would be neat if there was an option in Paint.NET to open the plugin directory. It could be something like File > Open Plugin Directory or something. I think it would be a neat idea.

The main problem I can think of with that idea is that it may encourage users to open Paint.NET before installing a plugin and they may, as a result, think that they don't need to close it before installing plugins. As an alternative, I suggest having the installer create a start menu shortcut the the effects directory.

Users should be given a 'prompt' that they must restart PDN in order for the plugin addition or removal to take effect in the program.

You can't remove or update plugins while Paint.NET is running. You can only add new ones.
