trying to recreate a filter in post production

I ran the unfiltered image through CMY Ghost and then Hue/Saturation for a similar effect as far as the colors go. As for how the other image got blurred or something to that effect is beyond me unfortunately.

This is pretty close to what I want, thank you. Very on point with the colors, I'll experiment and see if I can figure out how to replicate the other effects.

It looks like a bump map. Sometimes called an elevation map or normal map. That shade of purple gives it away. E.g.
