How do you reverse an image within an image

I have a photo in which I wish to "reverse" (horizontally) the direction of a car. I thought I might be able to accomplish that by using the Lasso Select tool to outline the car and simply Image/Flip Horizontal.

 

But when I do this, it flips the entire photo -- not just the part that is Selected.

 

So how would I "flip" (or horizontally reverse) just a single object within a photo?

However, I downloaded and installed the BoltBait plugins and when I try to horizontally "flip" a selection, the entire photo still flips.

Sounds like a bug, here I'll just call @BoltBait to see what he has to say about this.
