Or you could try changing the resizing quality... Nearest neighbour, bilinear, best quality, bicubic...

Seriously, I can't see any use of this at all, I don't even KNOW what it does, I thought we could be able to pick a color, but to pick a FILE (WTH?)

that happened to me once.

the radial blur is kinda... err... glitchy
if you select like the border of a coin and use the radial it turns all buggy.

OR...
to rotate the selected pixels, use the right MB hold.
to flip for example, a 10width image, grab the left nub and move it 10 pix right to the right nub.

the bottom one is kinda scary... scarrier than inverting the colors of a person's mouth.
