It depends how often you will be using PDN. If you will use it a lot with advanced features I recommend installing all plugins. However, if you are just using it for something one-off or simple I would say it was less important.

Also, though, keep in mind that the more plugins you have, the longer Paint.NET will need to load. You may want to make sure you only install plugins you actually need. You can download the others, and keep them in another folder for addition as needed.
