I keep reading where a thread or board is 'Publishing Only'. I'm sure it should be obvious, but my blood sugar is probably low, 'cause I still need an explanation.

Can someone oblige, please, in ten words or less?

It means to start a new topic in those Publishing only forum, one would have to be Publishing either tutorials or plugins.

To add to Ash's answer, it means don't open a thread there with requests or questions. It'll be moved if you do. :-)
