Are you logged in as an Admin ?

Is Paint.NET still in the same folder that it was installed in ?

Yes I am logged in as the Admin. Paint.net is also un the same folder that it was installed in.

I have not tried to download Paint.net from the website, but I think this is a important issue.

You will need to install Paint.NET from the website. There is something wrong with the way Explorer is configured on your system -- probably caused by some other random program mucking around in ways it shouldn't have.
