You need to be farrrrr more specific and describe what you want the plugin to do. Or post example images. Or both.

I doubt this is possible. Making a 'glossy' tutorial is perfectly possible, but asking for a 'glossy' plugin would be like asking for a plugin that instantly turns a 2D sketch into a 3D realistic photograph - impossible. You will have to do this step by step yourself. There are a few good Photoshop tutorials for making things look glossy, probably you can easily translate them into PdN tutorials...
