This is what the icon would look like full size.

I did it by making the sphere on its own layer and duplicating it.

Then I used these settings on the bottom layer:

Just as barkbark00 stated...

You'll need two layers of the same object. Motion blur one and put the other over (or under) the blurred one where the blur begins.
