In short: select the pixels you want to make transparent and press Delete. Try making a different shaped selection with the ellipse selection tool, magic wand or the lasso before deleting. (Window > Tools and press F5 for shortcut) If you don't have it then I suggest you to download it from this link http://www.getpaint.net/.
