I am trying to achieve a line effect similar to what can be seen in Pac-Man Championship: The line has to appear like it is glowing with a pretty large radius with a very bright color. Basically a neon effect. I want to draw them myself (in Paint.net of course), but I'd like to know what technique I could use to achieve that effect. Thanks a lot!
