You can using rotate/zoom that can be found in the layers menu. Use the x and y pan. The smallest change you can achieve with this I believe is 0.00X

Many thanks for the answer,

that does exactly what i need it to do, however it appears to be moving the image by a far larger amount that pixels which makes me think its adjusting it by inches. Is this the case and if so is there a way to change this?

I think rotate/zoom works by ratios. If your image is large enough, it won't move by less than a pixel like it does when you are working with something small.

Yes.

Did you mean to have the phrase "less than" in the first sentence of the post?

If so - No.

In terms of the way your topic title is worded, the answer is - No.

There may be workarounds that "kind of/sort of" do this. Image quality will suffer.

One thing that you could do is resize up by a dimensional factor of 100 or 1000,

shift things by 1 pixel, then resize down again.

I was just trying to shed some light on how the rotate/zoom feature works. If you want to move by a single pixel, welsh's solution works great. You can also zoom in and move it manually. There isn't a way to actually move your image by less than one pixel, but rotate/zoom will do it's best to make it appear so if you have a small image.
