The issues brought up in your link apply to accounts under Singapore's jurisdiction. Paint.NET's PayPal is under U.S. jurisdiction, which does not have that particular restriction (to the best of my knowledge - I am not a lawyer).

They simply require that you make it obvious that the donations are not tax deductible, which is clearly spelled out at http://www.getpaint.net/donate.html

Keeping your paypal account empty at all times is good advice. Also, never tie your paypal account to your main bank account. Always associate it with an account that you keep empty. Paypal can clear out your bank account at any time.

Ahh. Yeah I noticed that right after I posted the question ... durr

Well, PayPal has yet to bonk me on the head. I don't keep cash in there for very long though, I transfer out at least once a month, and the bank account it's linked to is kept pretty minimal too.
