Paint.NET's PayPal is under U.S. jurisdiction, which does not have that particular restriction (to the best of my knowledge - I am not a lawyer). Always associate it with an account that you keep empty. Paypal can clear out your bank account at any time. I don't keep cash in there for very long though, I transfer out at least once a month, and the bank account it's linked to is kept pretty minimal too.
