You can resize an image using Image > Resize or shortcut Ctrl+R.

Untick Maintain aspect ratio and type in the required width and height - but you will need to calculate these based in the current size and the required ratio.

 

However, your image will be stretched, either vertically or horizontally, to match the ratio.


I suspect that what you are really asking is how to select a region of an image and crop it to a 4:5 or 1.91:1 ratio.

If that is so, you can do this:

 

1. Activate the Rectangle Select tool

2. Change the Selection Draw Mode dropdown in the toolbar from :SelectionDrawModeNormal: Any Size to :SelectionDrawModeFixedRatio: Fixed Ratio

3. Type in Width / Height of 4 / 5 (or 400 / 500) for 4:5, 1.91 / 1 (or 191 / 100) for 1.91:1

4. Drag out a selection rectangle. It will have the desired ratio, as shown in the screenshot below.

5. Image > Crop to Selection (shortcut Ctrl+Shift+X) to crop to the selected area.

If you start with an image whose width:height is not already a 4:5 (or 1.91:1) ratio and you change the width or height so that it becomes 4:5 (or 1.91:1), then it must end up being stretched. How can it be otherwise?

Seam carving can probably do this, though it would not be a simple task.

Good point. I'd forgotten that.

 

Although seam carving's success will be highly dependent the content of the image and the OP was looking for a quick way to correctly resize images for Instagram.
