Opacity from new layer cant go on background

This is very weird to word but i'll do my best. Let's say u hav a 2nd layer with an opactiy of 73 and u want to put it on the background of a layer of 255 opacity. How do u convert the 73 opacity into background without changing the opacity of everything else?

Sounds like you're talking about alpha masking.

i.e. Taking the opacity values from one image and apply them to a different image.

 

There's a plugin called Paste Alpha that has this functionality. You can find it here:

What do you mean?  Did your computer 'block' the download of the Plugin Pack?

Otherwise, use the installer the Plugin supplies.

However, if you have the store-bought version of paint.net, you need to make a new Effects Folder.
