Rick Brewster Posted February 2, 2021 Share Posted February 2, 2021 It sounds like you may have a corrupt/broken Windows install. I'd run chkdsk and sfc /scannow. You can find information about these with a quick google search, they are well documented. Your Windows installation is corrupt, and/or your hard drive is having problems (possibly failing), and you'll want to seek support elsewhere for that. Once that's fixed, Paint.NET should work fine.
