Use this utility to remove the broken installation: https://support.microsoft.com/en-us/help/17588/fix-problems-that-block-programs-from-being-installed-or-removed Afterwards, you can install paint.net anew. The current version of Paint.NET is 4.2.10 so go get that one after following @toe_head2001's advice.
