I don't know if it's a bug, but should not always show the arrow cursor regardless of the choosen tool?

If you're NOT holding down the Ctrl, Alt, or Shift... everything works fine.

Yeah that's strange that the tool's cursor keeps blipping in and out. I've filed a bug for this, although I'm not sure when I'll be able to take a look at it. Thanks for reporting it!
