It doesn't apply to the image itself. It's a Javascript... script, that tells the browser to change the image whenever the mouse rolls over it.
EDIT: Meaning that you'd need two different images to have it switch to.

That's Javascript, HTML can't do mouse-overs.
Erm, yeah it can... Well, it can with CSS...
It's still not HTML. (Well HTML alone, I mean.)

But that website will get you the effect anyway.
Isn't this more suited to Offtopic though?

I must've missed that, my apologies.
Well, I'd say your best bet is to tackle it yourself!

All Paint.NET plugins are written by individuals. Most (I assume) would rather host their plugin themselves.
Having a link to one hosted anywhere else would require the permission of every plugin's author.
I have a feeling many of them wouldn't give their permission to this, and some of them don't really post on the board anymore (and, hence, are difficult to reach).
It's a great idea, but it's dependent on a bunch of other people and circumstances coming together.
It's not really as easy as "let's make a page with all the plugins and call it good".

@ salu - That's really good!
To help the picture look more real, try moving it down a little bit. It's pretty much floating just above what it should be hanging off of. Maybe try giving it a bit of a slant, too?

Welcome!
Adding layers only increases file size in file types that support layers (.pdn, .psd, etc.). Everything else just flattens the picture and the size remains the same as if there were only one layer.
To explain how layers work.
The red square is drawn on a lower layer, green over it, and blue on the top.
As you can see, the green covers most of the red, and the blue covers some of both of them.
I've taken those same layers and angled them differently to give you a different aspect of how they work towards each other.
(The 3D effect was added to give a sense of depth.)

Ok, I shall now undergo said task. It's funny, I just moved all my plugins into a new folder to better simulate a 'new' PdN interface and realized I had 109 files in there. ... And there are still more on the board I haven't even seen yet, I think. haha
I don't remember a time when my effects menu was so bare.

Thanks, I figured I missed something. Though it was just going to keep eating at me inside until I knew.

Theme Masters Competition/Contest is a step in the right direction, but I can't put my finger on what's off about it.
Also, Rubrica, this is trivial, but what do you mean by Time being self-promoting?

A friend of mine just downloaded Paint.NET.
She asked me where the gradient tool was. I told her, but she then explained that she had accidentally closed her Tools window. I told her just how to fix that problem too. She then asked if there were any PdN tutorials, I directed her to the Tutorials section, naturally.
But all this got me to thinking, these are all questions that are asked on a daily basis. I was thinking of making an interactive Flash tutorial (much like the one I recently published about my drumset) that doesn't teach how to do an effect, but instead just covers the basics of Paint.NET and its interface. Explaining 'simple' problems like where the tools are/what they do. How to get your windows back, and other stuff like that.
The only downside to this is that making anything comprehensive enough (especially in Flash) would take time. I don't mind spending the time it takes to make something like this, but I also don't want to just waste my time on something that's not going to help anyone.
What do you guys think?

Wait, I don't get what you're saying. You mean you only want to check for beta releases and ignore full versions?
No, I'm saying that you can't change "Also check for pre-release..." w/o checking "Automatically check for newer versions..." first. 8)
If you do that you're not checking for new versions at all. Pre-release betas aren't even an issue in that case.
I must be missing something.

Looking good.
I never liked doing fractals because I don't know the math behind them to end up with something 'on purpose'. haha
It just seems weird for me to click a bunch of stuff to make something random and call it my art. o_O

For the update options, the option to check for beta releases shouldn't be grayed out. That way you can manually check for updates and still get beta releases and/or not have to check the box above it to be able to get pre-releases.
Wait, I don't get what you're saying. You mean you only want to check for beta releases and ignore full versions?

Heh, can't say I love Sponge Bob, but that is pretty nice.
A few anti-aliasing/feathering problems though.
Edit: I'd really like to create something original in PDN at the moment, but I can think of anything thats not too easy, but not on Ash's or CMD's level. Any suggestions? (I would consider myself somewhere in between complete noob and an experienced PDN-er.)
Hmm, just do what I do. Look around you, find something that seems sort of easy, and then try and make it as elaborate as you can.

Ok, I've been in a bug making mood today. So here's Stingey the Wasp. He's on an epic journey to .... somewhere.
-
Paint.NET can't do this at the moment. I believe it's scheduled to be part of the future 4.0 release though.
For a faster way to save for now, try hitting tab then the first letter of the filetype you want. It's the fastest way I've found.

From my experience, only Administrator accounts can drop the plug-ins into the Effects folder. (Silly Vista permissions. )

Changed how the exoskeleton looks and recolored.
(If you look closely, most flies have green reflective 'scale' looking things. Ants don't, which is why it's brighter than the few highlights of the fly version.)
I think I'll play with the general shape a little more and make a whole swarm of different insects... maybe a spider or two.
-
 I hadn't thought of ant at all! It was supposed to be a fly at first, then it sort of turned into a wasp, but now that you mention ant I think I'll recolor him red.
The static looks good, but it still seems off somehow. I can't really think of a suggestion for it though.

The title is too non-specific. Read the rules before posting again.
To answer your question, Ctrl + V will paste the image. Ctrl + Shift + V will paste the image on a new layer, and Ctrl + Alt + V will paste in an entirely new image.

@ oma - That's pretty neat. Did you draw that?
(Haha, I can't draw freehand to save my life.) >_>
