I use editing software mostly for underwater photos, trying to get rid of the natural "blue"-ness. When I use auto-levels on my UW pics in Paint.NET, I end up with significant red over-saturation. Photoshop seems to handle the UW pics well with its auto level feature, is there any way to get Paint.NET to better handle the UW pics?

Just use BoltBait's "Color Balance" plugin to reduce the red channel. With that, I was able to affect changes more closely resembling PS.
