How do I get a Effect Folder.

Once you've installed Paint.NET, the program creates an effect folder for you. You don't have to create it, just fill it up :-)

If you are having trouble installing plugins, please make use of the resources that are already available. This has been asked and answered numerous times on the forum, and there's even a tutorial with a comprehensive discussion behind it.

There's also a search engine for Paint.NET-specific information. It's in my sig. Please use it.
