The steps to have it with a picture are a few posts down. It's a case of trial and error but once you get the hang of it, it's great.

Also try the Ed effects in the plugins section (it's sticky'd) there is a halftone plugin there but it isn't like the ones off the website you gave.

That's a helpful response, what do you mean by it 'hurts'?

Is it the wrong tut, does it send your eyes dodgy if you look at it too long, is it that even when you tried to look for one you couldn't find it so it hurts that someone else has???

Are you talking about the photo effect shown on that page or the effect banner image? Well, really they are the same thing just at different scales...both of which are covered in my tutorial.
