How to put layers over another

I am trying to make one image the background, and put others on top of it,

I removed the background, but it still isn't showing D:

I also looked for a move layer down button but I can't find it >.>

help

-lighting is the background, I want a pikachu on it

Move layers up and down with the blue arrows at the foot of the Layers Window :MoveLayerUp: :MoveLayerDown:

 

To use these, you need to make the layer active by clicking on it's name in the Layers Window - the blue highlight indicates the active layer.

How do you get pikachu on a bus ?   poke 'im on ...

 

Have your lightning background >>> then either Layers >>> import from file if you've saved pikachu as a .png >>> or if you're working from 2 canvases, copy pikachu from the one canvas then paste in New Layer on the lightning canvas

 

If that makes sense.  I sort of confused myself a bit
