If you have BoltBait's Outline Selection installed, you can try this:

1. New canvas - any reasonable size (the default will work nicely).

2. Effects > Render > Clouds @ defaults.

3. Activate the Magic Wand tool :MagicWandTool:. In the Tool Bar, lower the Tolerance to around 25%.

4. Choose an nice juicy dark spot in the clouds and click on it. That will make a small selection.

5. To enlarge the selection, hold down the Ctrl key and click just outside the original selection. Repeat until you get a shape you like. Tip: you can also use the bright spots to create a shape.

6. Add new layer :AddNewLayer:

7. Effects > Selection > Outline Selection @ Outline Width of around 8 to 10 in whatever color you want.

8. Click to activate the Cloud layer again and repeat steps 4 & 5.

9. Click to activate the Selection Outline layer and press Ctrl + F (repeats last Effect - i.e. Outline Selection).

10. Repeat steps 8 & 9 as many times as you need.

11. Turn off the cloud layer by deselecting the visibility checkbox in the Layers Window.

12. Round off the selection outlines if they are a bit harsh. Effects > Noise > Median @ Radius 4, Percentile 50 will do the trick.

Here's an idea of what you can get in a few minutes. If you take more time to get the selections closer you'll end up with a neater pattern.
