How to make a DOTTED CIRCLE?

Please help, I cannot seem to find anything on how to make a dotted circle in Paint.net. The closest I got was finding about a custom brush in photoshop to create these?

Can it be done in Paint.net?

I tried changing the style on the line tool, and then dragging out the line to try and form a circle, but I cannot get a perfect circle that way. thanks

pyrochild's Borders and Shapes plugin.

Make a square selection, the outside diameter size of the circle that you want.

Set "Shape" to Ellipse.

Click on the text that says: Download from box.net

Effects > Text Formations

Find a font with a circular period (.) -i.e. this one...

Restart pdn, open the plugin, choose the font, type in multiple dots (.....), adjust the radius to your liking, that's it. Here is what I got:
