Erase pre-existing dots in imported jpg

Hey everyone,

 

I'm currently trying to do some touch up work on a jpg that I intend to print out and have blown up to poster size for a company project.  However, as it is right now, when the image is blown up, there are tiny white dots in all of the lines (see picture).

Is there any function I can use to fill those dots in across the entire document or would I have to go in bit by bit to fill them in on my own?

I would recommend using the Median effect.

select the dominant color and delete to create transparency that will allow the plugin to do its job. Paint bucket fill the transparency and voila. Mission accomplished.
