Can't update or install latest version

Hi I've been using Paint.net for quite a while and it's always updated with no issues up until recently; I tried uninstalling and reinstalling the latest version but am getting this error below, any help would be greatly appreciated!  I had a look through the forums but didn't see anything specific to this:

I'm wondering of your virus scanner is blocking access to that directory.

Windows Defender has a new option, "Controlled folder access." Make sure it's disabled. It's a stupid feature that breaks a ton of legitimate applications.
