I was wondering if there was an easy way to make this in Paint.net:

Sure. Here's one way to do it.

 

1) Type your text on a new layer

2) Duplicate that Layer

3) Run @pyrochild's Trail plugin on the bottom text layer

4) Run @BoltBait's Outline plugin on the bottom text layer

 In the sample picture you shared, the background image is outlined by the trailed text. There are several ways to get something like that, one way is with the Alpha Mask plugin.
