You have anti-aliasing enabled. It should be disabled in your situation.

Here's a pre-release of the Plugin Browser for the Paint.NET 5.0 beta.
In addition to the compatibility with Paint.NET 5.0, it has these changes:
- You can now apply multiple filters
- When you find the Effect you want in the list, you can now run it by double-clicking on the list item. No need to move your mouse over to the "Run Effect" button.
- Minor theme improvements.
Let me know if you find any issues.

This plugin doesn't support old versions of Paint.NET. You must update to the most recent version.

Your web browser is simply telling you that MadJik's website does not use HTTPS, and therefore the connection does not use encryption.
This is why the warning uses the word "Potential"; It's possible someone (like your ISP) could tamper with the unencrypted connection, but it's extremely unlikely.

Due to the rise of HiDPI on Android many years ago, Google has long recommended against using bitmap/raster images for your UI.
You should convert your icons to vector images.

So what happens when you attempt to open a HEIC image? Do you see an error message?

You want to ingest an entire video file into paint.net, just to get a single frame? 😲
Seems easier to just take a Snapshot from your media player, and then load that image into paint.net.

This is a very unsupported system.
I'm not surprised you're having issues. You're running Windows 7 on hardware that doesn't even have drivers for Windows 7.
At the bear minimum, you have no Ryzen chipset drivers and no Radeon GPU drivers. I wonder what other hardware components are not operating correctly.

Please post the diagnostic information found within paint.net.
Settings -> Diagnostics -> Copy to clipboard.

Sounds like you have an existing paint.net installation that has become broken. Please use this utility to remove the broken installation:
Afterwards, you should be able to install paint.net anew.

Depending on your scenario, you may just want to use the Text tool in Overwrite mode.

If you're using an old-school Hard Drive as primary storage, that's your problem.
To put it into perspective for you, a typical Hard Drive will do a sequential read at around 200 MB/s
Compare that to a modern Solid State Drive, which can do the same sequential read at speeds greater that 7,000 MB/s.
Those numbers are not typos. So, a performance increase of more than 35x.
