plug ins not showing up in effects drop down

I'm really new here and trying to figure out what to do here. When I downloaded the drop shadow plug in and the unfreez files they are not showing up in my effects drop down. I made sure that they were .dll files before putting them there. I have checked several times and they are in the effects file. Then I reopen paint.net and they aren't showing up in the drop down. I have followed every tutorial that I can find, including http://boltbait.googlepages.com/install and can't seem to get this done. Any suggestions? thanks

unFREEz is not a Paint.NET plugin. It's an external program.

What other plugins are you trying to use?

What version of Paint.NET are you using?
