It builds on what has been done before to create what you see. You can't undo one action without doing the seven that came after it, because the other seven depend on that first one. For instance, if you duplicate a layer, ran a Gaussian blur, changed the blending mode, and then merged the layer down, you can't just undo the duplication - because the merge action depended on the duplication action that came before. I can imagine that a workaround might be possible, but I can't even imagine how difficult it would be to code. You'd have to put exceptions in the undo command for every other effect and tool...there would be riots in the plugin section...cats and dogs living together, it'd be crazy! In thinking about it, I can't even think of a single program that allows you to do what you're suggesting. Microsoft programs, Adobe programs...
