The ImageMagick website has a very extensive list of image formats (it supports almost everything), and I didn't even find it there. Same goes for IrfanView. ".EMB - Shape based, used on Wilcom dititizing and sizing software" This is not a raster image format, so no direct support in paint.net. It's some sort of binary archive file.
