Is Paint.NET free?

Yes, Paint.NET is indeed free. It started off as a school project, and we want to leave it open as long as we work on it.

Sources are avaliable on the download page.

But indeed, it's legal.

We don't release the source for a particular release until it's final -- that is, past the beta and release candidate stages. 2.5's source code is coming soon!
