i tried to find a overlay, but apparently there is nobody who makes pics of videocam/tv noise (whyblink.gif)

so more like an actual picture getting messed up by some noise? If yes, I'm not quite sure how to do it, but I'll try.

There isn't a plugin made for that, but if you combine a few and throw in some layers, you could get the results you are looking for...brb I'll go find some ;)

Film, Jitter, and smudge

motion blur is built into pdn

Ahhh...great >.< Totally forgot about that. Ask the people who made the plugins to send you a link to the downloads. I don't think I can help you much more than post attempts at making this effect you are looking for. Sorry

Both of the links pdnnoob gave are functional.

Some other distorting methods to try are making

irregular Lasso selections, then stretching the

selections with the Move Selected Pixels tool.

Also, try Smudge with a coarse brush and its

new Jitter action set to a fairly low setting.

I just downloaded both plugin packs by using pdnnoob's

links as a starting point.

Try a different browser, maybe?

I used Firefox.
