Draw the windows logo, then use zoom blur. You won't have to worry about jaggy edges very much, seeing as it will be blurred anyways.

So you can probably get away with just line tool + paintbrush. Then when your done coloring each of the separate squares, flatten them into one layer (not including the background) run Black&White, then Brightness contrast to turn it white. Then use a transparent radial gradient from the center out the so middle is white. Merge that down with colored layer (adjusting transparency if you want) then zoom blur.
