How to create vignette

I've just downloaded Paint.net and I'enjoying it. Now I'm trying to make a vignette but got stuck. This is what I've done so far:

1. Created a background image with some colors. Added a layer.

2. Opened my photo

3.Used the ellipse selection tool to mark the area I want to copy from my photo onto the colored image background.

4. Selected Copy

5. Pasted the cutout into the layer created in background image.

Right away, a dialog box appears asking whether I want to resize canvas. Choosing either yes or no causes my cutout to be excessively large. Adjusting size (to make my cutout smaller) causes my background image to become smaller.

What am I doing wrong?
